Job Description

Turner & Townsend is seeking a Healthcare Planner to support the planning, development and delivery of healthcare estate and infrastructure projects across the NHS and wider healthcare sector. 

The Healthcare Planner will work alongside healthcare strategists, project managers, cost managers, architects and clinical stakeholders to develop evidence-based healthcare solutions that improve patient outcomes, staff experience and operational efficiency. The role will support projects ranging from strategic estate planning and service reconfiguration through to business case development, healthcare facility briefing and major capital investment programmes. 

The successful candidate will have a strong understanding of healthcare service delivery, healthcare environments and the relationship between clinical models of care and healthcare estate requirements. 

 

Key Responsibilities 

Strategic Healthcare Planning 

  • Support the development of healthcare strategies, clinical service plans and estate strategies. 

  • Analyse healthcare service activity, demand and capacity requirements. 

  • Translate clinical and operational requirements into estate and accommodation solutions. 

  • Contribute to population health, demographic and healthcare demand assessments. 

  • Support healthcare organisations in developing future models of care and associated estate implications. 

Business Case Development 

  • Lead the preparation of Strategic Outline Cases (SOC), Outline Business Cases (OBC) and Full Business Cases (FBC). 

  • Develop accommodation schedules and functional requirements aligned to service models. 

  • Prepare investment option appraisals and support Benefits Realisation planning. 

  • Undertake benchmarking and healthcare estate analysis. 

  • Contribute to financial and non-financial appraisal processes. 

Healthcare Facility Planning 

  • Develop room schedules, department briefs and accommodation requirements. 

  • Review healthcare design proposals to ensure alignment with operational and clinical requirements. 

  • Facilitate stakeholder workshops with clinical, operational and executive teams. 

  • Lead the development of healthcare operational models and adjacencies. 

  • Assist in developing decant, phasing and migration strategies where required. 

Stakeholder Engagement 

  • Build effective relationships with NHS clients, clinicians, operational teams and external advisors. 

  • Lead workshops, interviews and consultation exercises. 

  • Present findings and recommendations to client teams and senior stakeholders. 

  • Lead consensus building between diverse stakeholder groups. 

Data Analysis and Reporting 

  • Analyse activity, workforce, occupancy and utilisation data. 

  • Produce reports, presentations and client-facing outputs. 

  • Develop option appraisals and evidence-based recommendations. 

  • Lead the preparation of high-quality technical documentation and business cases. 

 

Essential 

  • Degree in associated discipline such as Healthcare, Healthcare Management, Architecture, Planning, Public Health, Health Science Research, Estate Management. 

  • Experience working within the Health sector, healthcare consultancy or healthcare design sectors at a senior level. 

  • Understanding of healthcare service planning and healthcare estate planning processes. 

  • Experience working with clinical and operational stakeholders. 

  • Strong analytical and report-writing skills. 

  • Excellent stakeholder engagement and workshop facilitation skills. 

  • Strong Microsoft Office skills, particularly Excel and PowerPoint. 

  • Strong track record of business generation and commercial acumen. 

Desirable 

  • Experience developing business cases and relevant qualification such as Better Business Case Practitioner 

  • Understanding of NHS England business case guidance and capital investment processes. 

  • Experience undertaking healthcare demand and capacity modelling. 

  • Knowledge of Health Building Notes (HBNs) and Health Technical Memoranda (HTMs). 

  • Experience supporting New Hospital, Community, Primary Care or Mental Health projects. 

  • Relevant professional membership (IHEEM, RTPI, RIBA, CIH, APM or equivalent).
