POSITION SUMMARY The Contracts Manager is responsible for the full lifecycle management of federal contracts, including Government-Wide Acquisition Contracts (GWACs), Indefinite Delivery Indefinite Quantity (IDIQs), GSA Schedules, agency contracts, blanket purchase agreements (BPAs), task orders, and subcontractor/vendor agreements. This role serves as the company's Contracts Officer for contract performance, ensuring adherence to Federal Acquisition Regulation (FAR) requirements, contract deliverable requirements lists (CDRLs), and corporate policies. The Contracts Officer responsibility includes ensuring that proposal responses are contractually compliant and that all contract performance meets applicable regulatory and contractual obligations. Compliance to BI-SI's stated policies and processes is expected of this position as it is for all team members. The Contracts Manager serves as a key advisor to executive leadership, program teams, and business development, providing strategic guidance on contract terms, risk, and regulatory requirements. The position requires close collaboration with Government Contracting Officers, internal stakeholders, and external partners to support BI-SI's federal IT portfolio and ensure accurate, compliant contract execution and administration. KEY RESPONSIBILITIES Contract Administration & Compliance Manage the full lifecycle of federal contracts, including proposal support, negotiation, award, administration, and closeout. Ensure compliance with FAR, agency-specific regulations, and contractual terms and conditions. Oversee GSA Schedule maintenance, including modifications, product/service catalog updates, and required reporting. Serve as Contracts Compliance Sponsor maintaining internal controls, procedures, and risk management practices to ensure contract performance compliance. Track and manage Contract Deliverable Requirements Lists (CDRLs), ensuring timely delivery and documentation of all required contract deliverables. Review and verify that proposal responses are contractually compliant prior to submission. Risk Management & Advisory Review, interpret, and assess contract terms and conditions; identify risks and provide recommendations to leadership and sales teams. Advise senior management on federal contracting requirements, compliance obligations, and contractual strategies. Track and provide contract data including financials to support project management health monitoring and risk management. Own contract management backlog register. Monitor regulatory changes and assess their impact on current and future contracts. Contract Execution & Documentation Draft, review, and execute NDAs, teaming agreements, subcontracts, contract modifications, and other contractual documents. Support dispute resolution related to contract interpretation, performance, or compliance matters. Review teaming performance metrics for contract review. Training & Process Improvement Develop and deliver internal training on federal contracting compliance and best practices. Establish, update, and enforce standard operating procedures (SOPs) consistent with BI-SI's policies and processes. Audit & Reporting Support Respond to government and internal inquiries, audits, and reporting requirements (e.g., CPARS, sales reporting, protests). Implement and monitor quality control and tracking mechanisms to ensure adherence to financial, contractual and regulatory requirements, with particular focus on CDRL compliance. Cross-Functional Support Partner with business development and sales teams to ensure proper interpretation of contract requirements, pricing structures, and billing compliance. Ensure proposal responses satisfy all contractual and regulatory requirements before submission to government clients. REQUIRED SKILLS & COMPETENCIES Strong knowledge of federal contracting principles, including FAR, DFARS, GSA Schedule, and other contract vehicle management. Previous negotiation experience on teaming agreements; familiarity with joint venture structures. Working knowledge of standard cost models and Service Contract Act (SCA) work types. Demonstrated experience with CDRL tracking and contract deliverable management. Ability to assess proposal responses for contractual compliance prior to submission. Excellent written and verbal communication skills with the ability to interface with government officials and senior leadership. Strong analytical and problem-solving skills with keen attention to detail. Ability to manage multiple priorities independently in a fast-paced small business environment. Proficiency in Microsoft Office Suite, with advanced skills in Adobe/PDF, Excel, and Word. EDUCATION & EXPERIENCE Bachelor's degree in Business Administration, Finance, Management, or related field preferred. 3–5 years of experience in federal contract management; GovCon experience required. Professional certification strongly preferred: CFCM, CCCM, or CPCM. Ability to obtain a U.S. government security clearance if required. PHYSICAL REQUIREMENTS Primarily sedentary role.
